When what ought to be obvious is shrouded in mystery, either you've misunderstood something... or someone has failed to think about how well their message is getting across... or you are being deliberately misled. It is unlikely now, that anyone is going to the trouble of creating or disseminating false information. It is unlikely, too, that you have suddenly lost all your sharp wits and keen insights. So it's most probably a question of playing 'detective' and confidentially questioning something that makes no sense to you.
